January WPIA Regular Meeting
01/09/2006
Meeting was called to order
with Dwight Underwood in the chair at 7:02 PM
Special Guest Glen Swanson was introduced. Glen stated that the
Township has been cleaning up the FEMA lots, removing old cement and debris and filling in
any old septic systems that were found. The Township has also been mowing the fields @
$1,000 per mow.
The Township has voted unanimously to take possession of the lots from SMC. The new
township trustees took a tour of the lots with the County Rep. No date has been set for
the actual turnover of the lots but the paperwork is being processed. The county has paid
for all expenses incurred in cleaning up the lots but the township will be responsible for
any insurance needed on the lots.
The township has received a list of all things permitted or not permitted on buy-out lots.
Glens opinion on the lots is that the ones that are contiguous are of value to the
township. The township has been forming ideas on what they would like to see done with the
lots and would like WPIA to come up with ideas as well. Township will try to consolidate
lots into approx. 15 lot PINs for SLDD taxing purposes.
Questions on how long is a soccer field. Approx 190
feet. Only one parcel in the center of park would be big enough for a soccer field.
Glen was asked what the township interest were with taking over
the lots. Said they were interested in doing what is best for Williams Park and could also
benefit township residents too. Said that he is only one vote on the township board but he
will make sure nothing we do not want is forced on us. Glen was told that most WPIA
residents are against athletic parks and would like to see the neighborhood remain
unchanged. Glen said he will work with us.
Special guest Dave Suchor is introduced. Dave gives some
background on the lake and the problem with the Eurasian Milfoil that is growing in the
lake. Talks about the use of Sonar to kill the weeds and that the best way to control the
weed is to totally eradicate it. Weeds are fast growing and any part of the weed that is
cut from the plant can grow a new plant. Weeds can grow up to 6 inches every day.
SLMA requests that the WPIA contribute $5,000 to the weed project and
budget approx. $1,000 per year for future applications - possibly every 3 to 5 year
intervals.
Motion by Patrick Z. to allocate $2,500 now and another $2,500
in May to SLMA for weed project. Second by Mark Swortwood

Secretary report:
Sent out dues bills for 2006 at a cost of approx. $51.00
Sent in 17 liens at a cost of $663.00
Re-Mailed Quit claim deed to # 252 to re-sign to eliminate need to fill out tax bill.
Received numerous e-mails from Henry Neuman concerning parking
Received back the quit claim deed from Miner #252 need to file with
Recorder
Treasurers report:
Com Ed paying for all fees for overdrawn account.
Still missing one payment from AA

Kelly turned in one rental from December from resident.

Trees :
Cleaned up tress on East Park Ada Brooks St.
FEMA :
Will need to come up with ideas for vacant lots.
Old Business
Joan to call Sharp Auto about towing signs again.
Discussed possibly printing names of non-dues payers in Sparkler.
New Business
Discussed parking issues on Hickory St. Neuman complaining that neighbor is parking
in yard behing his house. May need to send letter explaining there is no parking on street
easement.
Discussed cars being parked on streets and a boat that was left
on sand hill.
Discussed Sparkler issues. Personal opinions should not be in
sparkler unless it is stated as such.
Motion by Mark Swortwood to have Board edit sparkler. Seconded
by Jelena. No vote taken motion withdrawn.
Motion by Kenny to install Mike Conrad as Governor of Ward 1.
Seconded by Kelly S. Motion carried Unanimous.
Motion by Patrick to install Sherry Underwood as Governor of
Ward 2. Seconded by Kenny P.. Motion carried Unanimous.
Mike Polito to be back on 2/12/06
Discussed consolidating garbage pick-ups to save wear on roads.

February WPIA Regular Meeting 02-06-2006
The meeting was called to order at 7:05 PM with Dwight Underwood in the chair.
Dwight Underwood gave a short explanation of the proceedings of
the meeting of January 22nd and the
removal of Judy Dwyer from the position of WPIA Treasurer. He also stated that Sherry
Underwood had been appointed as Treasurer.
There was the introduction of a special guest. Bo Baker
addressed the Board saying that he has been a resident for several years and has helped
out in the neighborhood. He stated that he would like to become a Ward Governor and would
like to continue to help out on projects.
Motion was made by
Mike Conrad seconded by Mark
Swortwood to nominate Bo Baker for
Governor of ward 1.
Motion
carried unanimously.
Bo Baker took the Oath of Office.
Minutes of the previous meeting were unavailable.
Secretary Report:
- Bank sent a
bounced check back notified owner to issue new check.
- Received e-mail
from #38 Gricius
with updated mailing address for dues.
- Received order
form to re-order checks
- Received liens
back from county Logged all liens into computer /
- $20,655.00 owed by
Improved owners $24,760.00 total liens owed
- Got a complaint
again about Garcia house from M Porter / Talked to owner and told him to clean that
house up
he said he would.
- Received letter
from SLMA concerning Sparkler article
- Letter to Dwight
from Judy
- Discussed issues
with the sparkler and several people asking why a park correspondence was not going
through the Secretary. Governors did not deliver the latest sparkler because of the letter
written by Judy saying she was still the Treasurer after she had been removed by the
Board.
Motion by Mark Swortwood to remove Loretta from writing the sparkler. Seconded by Sherry.

Treasurers report:
- The bank account
has been frozen until Mike Polito returns from vacation due to Judy Dwyers refusal
to turn over the check book to the Board. The automatic payments will be returned un paid
and then bounced back on Feb 14 . the account should be reopened by then.
- Sherry Underwood
asked if there were any suggestions on how the Treasurers report should be presented. Joan
asked if the report could include monies brought forward. Mike Conrad suggested breaking
down dues payments made, by who paid that month.
- Sherry asked if
the checkbook should be brought to all meetings. Ken suggested that it would be a good
idea since residents many times put their own money out and need to wait weeks to have it
reimbursed.

Tree fell by Maple &
Darrell Rd. on Jan 21st / Kenny
Percox, Doyle Rowe & Rick Duncanson and his relative
cleaned it up. Patrick Ziemke hauled away the brush that was left.

Looked at dead tree behind
the hall. May need to remove power line to hall to take it down.

Patrick Ziemke started
cutting up the huge tree that fell near the beach gate got about ½ way done. Mike
Conrad and Bo to help Pat finish cutting it up and get it hauled away to burn.

Two trees fell on power
lines between Genesee and Morey St.
Roads & Culverts
:
- Township did some
pot hole patching
- Patrick had a very
hard time getting past a van parked on Poplar while he was plowing snow.
Community Building :
- Got a very large
Gas bill for January.
- AA sent $200.00
for Jan donation.
Pump House :
- Got a high
electric bill for the Pumphouse on Grace St. Kenny went down to check things out
everything seemed to be OK. Cycled the pumps all
ran good.
FEMA :
- Township passed a
resolution to accept FEMA lots but is still waiting to take possession.
- Waiting to hear
from the Township if hey will agree to fix any roads that were damaged by the buy-out.

- Mike Conrad would

Old Business :
- Joan talked to
Sharp about tow away zone signs. They said they got them in
but nothing else has happened with it.
- Past parking
problems on Oak St. Kelly reported that the vehicles were parking on Park St. now.
- A car on Lakeview Ct.
and boat on Hill St. have been left on park easements.

continuously being parked on Poplar St. near East Park.

- Two by-laws
proposals were passed around to be signed on to. Will vote on at next meeting if they
receive 5 signatures.

meeting and are asked to leave the meeting
room may be fined $50.00 if they refuse to leave. Fine must be sanctioned by a majority
motion and can be made repeatedly if person(s) refuse to leave the room.
Section III - UNPAlD
DUES
If a member shall be in arrears
with their dues at the time of an election, they cannot vote
until the dues in default are
paid. The Association maintains the right to lien any property
for which dues are owed the
Association for more than thirty (30) days.
Any liens processed shall receive a
$100.00 non-payment charge.
- Discussed sending
a letter to SLMA to answer their letter of January 23rd 2006. Kenny read draft
letter.

approve letter to SLMA. Seconded by Mark

- Dolores Jarchow
said she found tree debris in the road on Main St. There was also a wheel barrel filled
with garbage in the road.
- Someone was
shooting paint balls at the school bus. Need to try to find out who was doing it.
- Some people in
4X4 trucks were four wheeling in the fields
west of Huston St. They were stopped and IDd and warned about tearing up the vacant
lots.
- Dolores Jarchow
said that she attended the SLMA meeting at the Island Lake village hall and was again
asked to leave. The police were once again called but she was not removed because of the
way the meeting was posted.
- There will be a
meeting at the Island Lake Village Hall on Feb 27th at 7:00 pm. It is being held by the Lake
County Health Depts Lakes Management Unit to discuss data collected on Slocum Lake
in 2005
- Discussed
information about treatment of lake weeds and how effective it will be at killing the
Eurasion Millfoil. Discussed meeting that was held at Waters Edge.
Motion by Ken Percox to
write letter to Waters Edge and other affiliations saying that the WPIA supports the weed
project and we would like them to support it too. Seconded by Mark Carried unanimous.
- Joan asked if we
should do a sparkler because of the lake meeting
and for the Womens Club 100 club drawing winners.
Motion by Joan Nebel to put out a sparkler. Seconded by Ken
Motion carried unanimous.
- Dolores Jarchow
reported that the corner of Main and Morey St. was being damaged by the garbage truck.

WPIA Meeting 03-06-2006
Meeting was called to order with Mike Polito in the chair at 7:10 PM
Special guest Judy Dwyer addressed the Board. Said she thought that
it was unfair that she was removed by the Board from her position as Treasurer. Claimed
that she did not withhold the check that was requested by Dwight Underwood, that she was
waiting for documentation from the weed applicator.
She was told that she could have made a secondary motion if she
wanted documentation but she did not.
Judy also said that she thought the weed vote was unfair.
Mike Polit asked for a show of hands if the Board wanted to re-vote
the issue. 9 no 1 yes
Kenny read the minutes of the Jan 9 th meeting.

about lake we project. Got another bid on weed eradication. Still trying to do whole lake
treatment. 2 reps from SLMA went to Mylith Park meeting to try to get them on board with
the weed project. Also will contact independent owners for approval. Dave talked about
e-mail Mike Polito sent him asking to remove Mylith Park . Org from the internet. Dave
said it is not his website and he has nothing to do with that.
- Barb Peterson read
a letter from Residents for a better Mylith Park said they dont have
complaints about the Tuja web site and many residents support their efforts. Barb also had
a letter from mayor of Island Lake saying the SLMA was doing a good job and to call if
they need any help from Island Lake.
- Had 5 Board members sign off on By-Law change
Section IV -
Payments
All dues shall be
paid by check or money order and must be mailed to the Post Office box, or brought to a
Board meeting. Cash payments shall only be accepted at the place of a Williams Park Board
election.
- Residents on Marion St. cut a tree that fell across Marion
